Axis of Iran, Syria and Hezbollah is the only union which has affected the United States interests and goals in the Middle East, Given the magnitude and importance that the United States has defined its interests in the Middle East, this paper attempts to answer the question that the axis of Iran, Syria and Hezbollah, to what extent could affect the interests of America in the Middle East after September 11? Research results indicate that the axis as the only serious opposition to America’s presence in the region to adopt policies and measures such as anti-Israel, oppose to Arabic conservative and the rotten governance, oppose America’s presence in the region, reliance on oil means to pressure the West, supporting the Palestinian cause, forgotten roles of self-determination for peoples, Shia minorities in democracies alternative power and a revival of faith-based thinking and the growth of Islamist movements in the spread of Islamic Awakening in the area of public opinion have effected in increasing costs for America and reduced its interests in the region.

Ottoman government did not have political presence in Mashhad during Qajar's period but has found some supporters such as Caucasians Turks beginning of the World War I, when the alliance of Islamic world was presented. After the Ottoman's defeated and formation of Turk National Great parliament, the relationship of new government with Iran and Afghanistan increased. So Mashhad was one of the relation centers of these three Islamic governments. By the establishments of Afghanistan's consult in the late Qajar's period, turkey established it's Shahbandari in Mashhad in 1341. The entrance of Mohammad Sami Beig caused important steps in Islamic world alliance for flattering istar and moonj flag. So practical actions were performed for the alliance of Iran, turkey and Afghanistan and the conditions became better for their alliance in Reza shah period. Sami Beig's operation and England and Russia's reaction is another subject that has not been considered yet. In this article, the reasons of Shahbandari's establishment , Sami Beig's operation in different fields such as giving speech in imam Reza' s holy shrine, visiting schools, meeting with journalists, holding Friday pray and Fetr's pray, participating in mourning, encouraging and supporting English policies' opponents and the relationship with Afghanistan's consult will be investigated.

With the start of World War I and despite Iran's declaration of neutrality by Ahmad Shah Qajar, Iran became involved in the War and some Iranian cities were occupied by Russia, the Great Britain and the Ottoman Empire. Among the occupied territories, Azerbaijan and the city of Urmia and its environs deeply plunged into crisis due to ethnic variety, religious diversity, and differences in the way of life. The present article aimed to review and analyze the performance of the Iranian government in controlling the Urmia crisis. By studying the causes of the crisis in Urmia, this analytical descriptive research thus tried to answer the question that what the Qajar government did to control the crisis in Urmia and what the result of those measures was. The findings of the research show that the Qajar government made an effort to control the crisis through firstly negotiations with the occupying powers to withdraw their forces from Azerbaijan, secondly dispatching the crown prince to Tabriz, and thirdly changing the governors of Urmia. Nevertheless, due to the extreme weakness of the central government, an increasing financial crisis, and the lack of reliable military forces, it could not achieve much in managing the crisis.
